Creating a Pathway to Successful Real-World Data Trusts

Abstract

Moving data trusts from theory into practice requires attention to the institutional conditions that allow new forms of data stewardship to operate successfully. Drawing on research funded by the Data Trusts Initiative, this article identifies an emerging framework for operationalising data trusts across community dialogue, technical systems, legal mechanisms, business models and use cases. It argues for further practical experimentation through case studies, pilot projects and testbeds capable of resolving questions that can only be answered through implementation.
