In April 2023 a subgroup of the UK AI Council published The UK Foundation Models Opportunity. Neil Lawrence led the subgroup, with Tabitha Goldstaub, Wendy Hall, Nick Jennings and Marc Warner. Jess Montgomery supported the briefing, though she was not a member of the Council. The briefing draws on a stakeholder workshop with government, international allies, academia, industry and civil society, and on deliberations within the Council.
The note follows the Council’s December 2022 letter to the Science Minister, which called for coordinated action to build national capability in large language models. The April briefing sets out two kinds of intervention: further progress on foundational AI policy frameworks, and national capabilities that can assess foundation models before deployment, support responsible research, encourage adoption where the benefit is high, and keep open routes for research and international collaboration.
The briefing is part of the Council’s 2022–23 work on the policy implications of large language models. In June 2023 members also wrote to the Secretary of State for Science, Innovation and Technology warning against simplistic narratives in the debate on existential risk.

The CMA appointed Neil Lawrence as an independent digital expert advising the Digital Markets Unit. The group has since been disbanded.
